ANALYSIS OF THE CURRENT REGULATORY FRAMEWORK IN THE PRIMARY HEALTHCARE SYSTEM FOR THE ORGANIZATION OF DYNAMIC OBSERVATION OF PATIENTS WITH CHRONIC NON-COMMUNICABLE DISEASES
Dispenserisation is a set of measures, including preventive medical examination and additional methods of examinations, conducted for the purpose of assessing the state of health (including determination of health group and group of dispensary observation) and carried out in respect of certain population groups in accordance with the legislation of the Republic of Kazakhstan.
Purpose of the study: to analyze of the current regulatory and legal framework of Kazakhstan in the system of primary health care, organization of surveillance and preventive medical examinations or dispensary examination of patients with chronic non-infectious diseases.
Methods. According to the Order of the Minister of Health of the Republic of Kazakhstan from October 23, 2020 № KP DSM-149/2020 "On approval of the rules of organization of medical care for persons with chronic diseases, periodicity and terms of observation, mandatory minimum and multiplicity of diagnostic studies", the list of diseases subject to dynamic observation in primary health care organizations was analyzed for 3 nosology’s: arterial hypertension, diabetes mellitus and chronic heart failure.
Results. During the study and assessment of the existing regulatory framework in the primary health care system and the assessment of insured dispensary patients in the COMS system, it was determined that the list of medical care for patients is insufficient.
Conclusion. Due to the fact that the largest share in the morbidity structure is occupied by diseases of the cardiovascular system and endocrine system, the lack of medical care for patients not insured by the health care system has been revealed.
Due to the positive results of the implementation of the disease management programme during the study, it was necessary to expand the criteria for selecting patients participating in the disease management programme and the list of diseases subject to dynamic monitoring.
