ЛУЧШИЙ ОПЫТ ГАРМОНИЗАЦИИ ОТНОШЕНИЙ МЕЖДУ ГОСУДАРСТВЕННЫМ ЗДРАВООХРАНЕНИЕМ, ПРЕДПРИНИМАТЕЛЯМИ И НАСЕЛЕНИЕМ В МИРОВОЙ ПРАКТИКЕ
частного сектора в здравоохранении остается предметом многих дискуссий,
особенно в контексте обеспечения всеобщего охвата услугами здравоохранения и
качества оказания медицинской помощи. Актуальность данного вопроса на
сегодняшний день обосновывается трудностями, стоящими перед государственным
сектором в отношении финансирования здравоохранения, менеджмента в
здравоохранении и оказания медицинских услуг, так как многие правительства
испытывают финансовые ограничения, которые заставляют устанавливать приоритеты
и ограничивать государственные расходы. Передовые страны находятся в поиске
эффективных политик для улучшения больничного менеджмента и более эффективного
использования ресурсов в секторе здравоохранения. В качестве таких механизмов
было определено расширение полномочий частного сектора посредствам замещения
некоторых функций государственных медицинских организаций, и привлечение
государственной и частной структуры к финансированию при оказании медицинских
услуг здравоохранения.
