Бүгінгікүні Қазақстанда мүгедек балаларға және олардың жаңұяларына әлеуметтік төлеулер жүйесі блок-қаржыландыру түрінде, бұл жерде әрбір төлемалушы өзінің қажеттілігіне қарамастан ақшаны шектеулі түрде ғана алады.
