ӘЛЕМДІК ДАҒДЫДА КӘСІПКЕРЛЕР МЕН ХАЛЫҚТЫҢ ЖӘНЕ МЕМЛЕКЕТТІК ДЕНСАУЛЫҚ САҚТАУ АРАСЫНДАҒЫ ҚАРЫМ-ҚАТЫНАСТАРЫН ҮЙЛЕСТІРУІНІҢ ҮЗДІК ТӘЖІРИБЕСІ
Кіріспе. Денсаулық сақтауда жеке меншік секторының рөлі, әсіресе денсаулық сақтау қызметтерімен жалпыға бірдей қамту және медициналық қызмет көрсетудің сапасын қамтамасыз ету контекстінде көптеген дискуссиялардың заты болып қалады. Бүгінгі таңда берілген сұрақтың өзектілігі денсаулық сақтауда менеджментті, денсаулық сақтауды қаржыландыру және медициналық қызмет көрсетулер жөнінде мемлекеттік секторының алдында тұрған қиындықтармен негізделеді, себебі көптеген үкіметтер мемлекеттік шығындарды шектеуге және басымдылықтарды орнатуға мәжбүрлейтін қаржылық шектеулерді бастан кешеді. Озық елдер денсаулық сақтау секторында ауруханалық менеджментті жақсарту және ресурстарды неғұрлым тиімді пайдалану үшін тиімді саясаттарды іздеуде болады. Осындай механизмдер ретінде мемлекеттік ұйымдардың кейбір функцияларын алмастыру арқылы жеке меншік секторының өкілеттіктерін кеңейтуі және денсаулық сақтаудың медициналық қызмет көрсетулері кезінде мемлекеттік және жеке құрылымдарын қаржыландыруға жұмылдыруы анықталды.
